In his 25 years working with the Department of Defense, Mr. Vannatta focused on developing and managing intelligence data collection and processing systems. His experience included program management, research, algorithm development, embedded systems, and Internet protocol analysis. Mr. Vannatta’s extensive defense industry and technology management experience make him ideally suited to lead Signalscape. “The future of Signalscape is directly tied to the intellectual depth and diversity of the technical challenges we’re able to offer our engineers” he says. “They take substantial pride in finding solutions that meet customers’ operational needs and, in so doing, make a critical difference.” Mr. Vannatta holds a Master of Science degree in Computer Engineering from Loyola College and a Bachelor of Science degree from Purdue University. |
Michael Kacher — Vice President of Engineering
Michael Kacher is Vice President of Engineering at Signalscape. He joined the company in 1998.
Specializing in Signal Processing and Communications, Mr. Kacher has worked extensively with government and commercial entities to design and implement numerous communications monitoring solutions. Prior to joining Signalscape, he worked for Ericsson, Inc. designing baseband hardware for cellular communications equipment. Recently, Mr. Kacher has focused on ensuring that Signalscape’s Engineering Department continues to maintain the key personnel, tools, and facilities that have made it a first-class provider of high-tech solutions to both government and industry. Mr. Kacher received his Master of Science in Electrical Engineering from The University of Michigan and dual Bachelor of Science degrees from the University of Toledo in Engineering Physics and Electrical Engineering. |
Sam Burgiss — Director of Products, StarWitness
Sam Burgiss is the Director of Products for the StarWitness® product line. Since 2000, he has led all activities for the company’s work with federal, state, and local law enforcement agencies. Mr. Burgiss works directly with the engineering staff at Signalscape to develop leading-edge products to support our nation’s security professionals.
Mr. Burgiss applies his extensive experience in engineering, product life-cycle management, and marketing to the company’s product strategy. His analysis of emerging market segments and responsiveness to customers prompted a refocusing of the entire Signalscape product line, leading to the introduction of new products. In addition, Mr. Burgiss drove the company’s re-branding effort to create the successful StarWitness product line. Mr. Burgiss holds a Master of Science in Electrical Engineering from The University of Tennessee and a Bachelor of Science in Computer Engineering from North Carolina State University. |
Michael Lenzo, PMP — Director of Wireless Products
Michael Lenzo is the Director of Wireless Products. He leads wireless technology innovation at Signalscape, including product design, project direction, production management, and customer relations. He is responsible for securing and managing multi-year DoD and commercial programs. He has been with Signalscape since 2003.
For over 30 years Mr. Lenzo has led programs in the wireless industry developing solutions for the military, commercial and national security communities. His technical experience includes the development of custom radio chipsets, high volume mobile phones, miniature communication systems, ultrasonic biometric solutions, and wireless system solution development. Before joining Signalscape, Mr. Lenzo worked in the commercial industry leading a radio design department responsible for the development of business wireless solutions. During this time, he led efforts in design, manufacturing, test systems, and business development. Prior to that he led design efforts in the development of military communication systems. Mr. Lenzo received his Master of Science degree in Electrical Engineering from the University of Southern California and Bachelor of Science degree in Electrical Engineering from Lehigh University. He holds a number of patents related to network capacity improvement in communication systems. |
Frederick Buff — Director of Operations
Frederick Buff is the Director of Operations for Signalscape, Inc. He joined the company in 2007 to modernize the company’s IT. After successfully transitioning IT, his role expanded to include directing the Signalscape operations team; including human resources, accounting, contracts administration, purchasing, security, and IT.
Under Mr. Buff’s leadership the operations team consistently delivers cost-effective services and products that align with business objectives. He is passionate about cost-containment, employee retention, and meeting customer’s strict compliance needs. Prior to joining Signalscape, Mr. Buff was part of the civilian workforce at Supervisor of Shipbuilding, Conversion and Repair, USN, Newport News (SUPSHIPNN). He was responsible for delivering data driven applications and information systems design and management. Mr. Buff earned a Bachelor of Science in Government Administration (International) from Christopher Newport University and has received industry certifications from Microsoft, Cisco, CompTa, AXELOS, and others. |
Barbara A. McNamara – Chairwoman of the Board
Director Barbara McNamara held the position of NSA Deputy Director and subsequently became the first woman to assume the assignment of Special United States Liaison Officer (London, UK). Here, she was responsible to the Director of the NSA for representing the Director of Central Intelligence (DCI) and the NSA in their relationships with United Kingdom authorities. Ms. McNamara retired from the NSA in 2003.

Jhan K. Vannatta – President and CEO
Signalscape™ President and CEO Jhan K. Vannatta has served in his current role since 2001, and is responsible for the strategic direction and performance of the company. Prior to his appointment, he served as the Director of Engineering Services. In this capacity, he was responsible for development of Signalscape’s services contracts for the intelligence and law enforcement markets and the company’s first multi-million dollar contract. Before joining Signalscape, Mr. Vannatta served as a Principal Investigator for SPARTA’s Applied Signal Processing Directorate. In this position, he was responsible for the development of software and hardware services for the intelligence communities. Prior to joining SPARTA, Mr, Vannatta held senior engineering positions at Lockheed Martin where he led several intelligence community programs at both CONUS and OCONUS locations.

Kerry E. Haynes – Director
Director Kerry Haynes was the FBI’s Executive Assistant Director, Science and Technology Branch with responsibility for oversight of the Special Technologies and Application Office, and the Criminal Justice Information Services, Laboratory, and Operational Technology Divisions. Prior to this, Mr. Haynes served in various positions with the CIA and FBI, including Assistant Director, Operational Technology Division. In this capacity he was responsible for providing the vision, leadership, and direction to ensure the operational availability of state-of-the-art technologies, support and expertise necessary to enable and enhance the FBI’s investigative efforts, as well as ensuring the application of forensics services related to the collection processing and exploitation of computer, audio and visual media in the Counterintelligence, Counterterrorism, Criminal Investigative and Cyber programs. Mr. Haynes retired from federal service in 2007.
